    BRIAN STEELE MEMORIAL TOURNAMENT RULES - 2013

    1. All Hockey Canada and GTHL rules & regulations apply except where modified by tournament rules.  The Tournament Director and/or Committee have final say on all rules and regulations and/or the interpretation of those rules.
    2. Referee’s decision is final.  No protests will be heard on a referee’s decision.
    3. All fighting majors and Match Penalties will result in IMMEDIATE SUSPENSION from the tournament (this includes the semi-finals and finals). These suspensions will be monitored and your team will be advised via email after the game that the player/team official received the suspension.  
    4. The game clock will continue to run during the game if fighting occurs.
    5. All teams must register at the tournament office at least 45 MINUTES PRIOR TO THEIR FIRST SCHEDULED GAME. There is an office at each venue.
    6. The following documents must be submitted or presented to the tournament office prior to the start of the first scheduled game in order to register your team:
    • Approved Tournament Travel Permission Form issued by your governing body (e.g. GTHL, OMHA, USA Hockey)
    • Approved Team Roster ( e.g. GTHL, Alliance, OMHA or equivalent player registration cards ) for current season with all registered players and must include all certificated and registered Team Officials
    • No team official or player will be allowed to play or participate in the tournament unless they are on an approved roster ( NO EXCEPTION TO THIS RULE )
    • When using Affiliate Player (s), an approved roster of the team that you are authorized to call up from must be presented when you register at your first game.  The Affiliate player’s name does not have to be added to the game sheet until the game that the player is being played in.
    1. All Hockey Canada, GTHL rules and regulations will apply.  (The Rule for 15 registered players is not in effect for this tournament)
    2. All teams must have a certified trainer and a safety kit on the bench for all games.
    3. All teams must be prepared to commence their games a minimum of 15 minutes prior to their scheduled start time, throughout the tournament.
    4. All teams are responsible to bring their own locks for the dressing rooms.  Tournament organizers and representatives are not responsible for lost or stolen articles.  A team official is to be near the dressing door to ensure an ejected or injured player is let into the room immediately.
    5. Game duration:  stop time in minutes:
    • Minor Atom to  Peewee                12-12-12
    • Minor Bantam to Midget                12-12-15
    1. Pre-game WARM-UPS:
    • The warm up will be posted at 3 minutes and will not stop until the first stoppage of play.
    • The clock will not be stopped until the first stoppage in play, this will allow all games to begin on time and prevent any untimely delays.
    • Should a team not be ready when the referee blows the whistle to start the game, the offending team will begin the game with a 2 minute penalty for delay of game.
    • Teams may line up to shake hands during the 3 minute warm up.
    1. Ice will be flooded prior to the start of each game.
    2. If there is a 5 goals or greater spread, from the start of or at any time during the 3rd period, the clock will continue to run.   Should the spread be reduced to 3 goals the clock will revert to stop time.
    3. POINT SYSTEM:
    • WIN = 2 points
    • TIE = 1 point
    • LOSS = 0 points
    • Maximum points per game = 2 points
    1. Ties in Round Robin standings will be broken as follows:
    • If there are ONLY 2 Teams tied and they have played each other in the Round Robin then the winner of that game shall be placed higher. If more than 2 Teams are tied move to the next tie breaker.
    • The team with the highest percentage of GOALS FOR divided by the sum of GOALS FOR and GOALS AGAINST.
    • The team with the fewest GOALS AGAINST.
    • The team with the most GOALS FOR.
    • The team with the most WINS.
    • Team with the least number of PENALTIES.
    1. Playoff Format:
    • Top 4 teams in each Category (not Division) will advance to the next round.
    1. Overtime:  Semi Finals and Championship Games only running time:
    • 3 minutes with 4 on 4
    • 3 minutes with 3 on 3
    • 3 minutes with 2 on 2
    • 3 minutes with 1 on 1 and continues 1 on 1 until someone scores.
    • The first team that scores during any time of the overtime wins the game         
    1. The Head Coach of each team is responsible for reviewing and ensuring the game sheets are correct and ensuring that players or team officials are not on the bench while serving a suspension.  Tournament organizers are not responsible should a team play a suspended player or have a suspended team official on the bench.
    2. It is the responsibility of the coaches and team officials to ensure that there are 2 team officials ( or designated parents ) in the dressing room with the players at all times, from the time the players enter the room to the last player leaving.  Should there be damage to the dressing room when you enter please advise the tournament coordinators or arena attendants to have the room examined.
    3. Should a game sheet show an incorrect score or have an incorrect player as suspended, the Head Coach is to bring the concern to Vickie Mulé at 416-476-6220 or email Vickie at [email protected].
    4. Time Outs - one 30 second time out per team in the semi- finals and finals only.
    5. Should any game(s) be cancelled due to circumstances beyond the organizers control we will attempt to reschedule or accommodate the affected team(s) at another time and/or at another venue.
    6. All injuries are to be reported to the tournament office.  Should an ambulance be required for an injured player the Tournament office must be informed.
    7. The Hillcrest Sports Club and/or its sponsors, directors, members, other clubs or individuals assume no legal liability for injuries or other loss as a result of participation in or traveling to or from the Brian Steele Memorial Early Bird Tournament.  All coaches, managers, assistant coaches, legal representatives or teams officials, hereby agree and will abide by all tournament rules and regulations as set forth by the Tournament Committee.
    8. It is the responsibility of each team to read the rules and if the rules are not clear please email the chairperson for clarification when applying.  
    9. Teams must use our sponsor hotels for the tournament.  For scheduling purposes the teams are to advise us which hotel they are staying with their team prior to July 15, 2013.
    10. The Hillcrest Sports Club ( Brian Steele Tournament Committee ) shall have the prerogative to render a decision under any emergency situation.

    Tournament Rules and Regulations

    1. This is an OMHA sanctioned tournament in which OMHA and OHF rules apply. An OMHA representative will be available during the tournament to answer any questions regarding OMHA policies and procedures.

    2. This is a non‐contact tournament for Peewee divisions and below.

    3. By entering this tournament, the
    coach or manager, on behalf of their team, releases the Garden City Minor Hockey
    Association (GCMHA) and Niagara Sports & Entertainment (NSE), the Tournament Committee and all officials, referees, sponsors, volunteers, arena management and all concerned with the tournament from any and all liability of injury or accident which may be incurred by any player or team official while participating in coming to or going from the tournament.

    4. Suspension rules used for the tournament will be the same as found in the OMHA Manual of Operations as adopted by the Ontario Hockey Federation Board of Directors, June 2002. These supersede Rule 49 of the 2002 OMHA Manual of Operations. It is the offending team’s responsibility to ensure that all tournament suspensions and carry‐over suspensions are adhered to. Violations during the tournament will result in the forfeiture of the affected games. The Tournament Committee will assist if there are any questions or clarifications regarding rule and suspension interpretations.

    5. Interpretation all of rules and regulations will be at the discretion of the Head Convener. All of decisions made by the Head Convener will be final.

    6. A total of 17 players, 2 goalies and 5 team officials may be signed to an entry form. All players must be registered on an official approved roster or approved AP list.

    7. Each team will carry home and away jerseys. Home will wear light and visitors will wear dark. In the event of a conflict, the home team will change sweaters.

    8. A member of the coaching staff must report to the tournament office to complete a  game sheet prior to each game.

    9. Only carded persons are allowed on the bench. Each OMHA team must have a carded trainer.

    10. There will be a 3 minute warm‐up prior to each game. The clock will start the warm‐up when the first team steps on the ice.

    11. In the event that a game cannot be played due to mechanical breakdown of arena equipment or any unforeseen facility related event, a 1‐1 tie will be awarded and a financial return of $100 will be give to the affected teams.12. Game times will be as follows:

    TYKE

    BANTAM

    13. If necessary, after the overtime, there will be a three man shoot out controlled by the referee conducted in the same manner as a penalty shot. The home team will shoot first. If no winner is declared, each team will choose a fourth player to shoot. This formula will continue until a winner is declared. No player may shoot a second time until the entire roster has shot, regardless of the size of the roster. For statistical purposes, the winner of the shoot out will receive credit for 1 goal added to the score of the game after the overtime.

    14. Standings will be determined with 2 points for a win and 1 point for a tie, 0 points for a loss.

    15. To help move the tournament along in a timely manner, all teams are expected to be ready to play 30 minutes prior to the game time. If a team is called to the ice to play 15 minutes before the scheduled start time and is not ready, they will forfeit the game.

    16. It is common to have coaches and/or parents approach the Tournament Committee protesting a suspension penalty issued by a referee. It must be emphasized to all coaching staffs and parents that the Tournament Committee cannot and will not overturn any penalty issued before, during or after a game regardless of the circumstances. The suspension appeal process can be found in the OMHA Manual of Operations.

    17. Parents and guests are the responsibility of the team. Inappropriate parent or guest behavior towards the competing team, any children, referees, coaches, arena staff, tournament staff, OMHA staff and/or other parents may result in the expulsion of the team from the tournament. Assistant Conveners will be present at each game to monitor behavior.

    18. All tournament games must comprise 3 stop time periods scheduled as per OMHA Regulation 10.2a) & 10.2b). However when any team is ahead by five or more goals in the third period the tournament will have the option of utilizing ‘straight time’. In this situation the game will proceed under ‘straight time’ unless the gap is reduced to three goals, at which point the clock will revert back to stop time. The only time the clock would be stopped during time is if an on‐ice injury should occur. All penalties are running time. These situations must be clearly stated in the tournament rules.

    This will determine the placing for all the top (tied) teams:

    If 2 teams remain tied, the 2 tied teams proceed to Two Team Tie Breaking Rules above.

    C ‐ Fewest Goals Against
    If 2 teams remain tied, the 2 tied teams proceed to Two Team Tie Breaking Rules above.
    If 3 or more teams remain tied, the 3 teams remaining tied move to tie breaker D.
    D ‐ Least Penalty Minutes (Including 10 minute misconducts)
    If 2 teams remain tied, the 2 tied teams proceed to Two Team Tie Breaking Rules above.

    E ‐ Lottery Draw

    TIE BREAKERS

    For all age divisions, ties in standings will be resolved using the following tie breaker rules:

    1. The winner of the game between the two tied teams, or

    2. If that game ended in a tie, or the teams did not play each other, the team with the better record of goals for and against (goals for divided by goals against, with the higher percentage winning), or

    3. If there remains a tie, the team that scores the first goal In the game between the two tied teams.

    4. In the event of a tie among three (or more) teams, group standings will be determined by the best record of goals for vs. goals against, as per (2) above, and if a tie still exists, then the provisions of section (1) and (3) above, In that order, will be applied,

    5. If all of the above result in a continuing tie, the standing will be resolved by the flip of a coin.

    These rules will be applicable to all relevant placings (i.e. first vs. second vs. third vs. fourth).

    Canlan Classic Tournaments – 2013 Toronto Wolverines CAA RoadWins Cup Rules

    Registration – All teams are to register 1 hour prior to the start of their first game. All teams are required to submit their sanctioned roster and travel permit upon arrival at the arena if they have not already done so.

    Rosters – All teams must submit a Hockey Canada approved roster in advance of the event.

    Game Length – Period lengths will be as follows:

     Minor Atom, Atom, and Minor Peewee: 10-10-12

     Minor Bantam: 10-15-15

     Bantam and Minor Midget: 12-15-15 (flood after 2nd period, time permitting)

    Warm Up - Pre-game warm-ups will be three minutes. Teams must be prepared to start games 15 minutes before scheduled start times.

    Handshake – Teams will shake hands at centre before the game only.

    Timeouts – Each team is permitted one 30 second timeout per game.

    Body Contact – This tournament is non-contact for all 2001 and younger divisions.

    Equipment – All players must wear a full face mask; all players on Canadian teams must wear a neck protector. All US players are required to wear a colored (non-clear) internal mouthpiece (all players and goalkeepers).

    Tournament Points – Two points will be allocated to the winning team, one point for a tie and zero to the losing team.

    Standings – After Round Robin Play

    If 2 Teams are tied in the standings the following tiebreaker steps will be taken in this order:

    1. Most Wins

    2. Head to Head Record

    3. Goals for divided by (total Goals For plus Goals Against). The higher percentage will advance.

    4. Least goals against

    5. Least penalty minutes

    6. Coin toss between tied teams

    *If 3 Teams or more are tied in the standings the following tiebreaker steps will be taken in this order:

    1. Goals for divided by (total Goals For plus Goals Against). The higher percentage will advance

    2. Least goals against

    3. Least penalty minutes

    4. Coin toss between tied teams

     The maximum goal differential that will be recorded in a game is 10.

    Playoffs – The playoff formats will be as follows for each division:

     4 teams: 3 game preliminary round

    o Semi finals: 1st vs. 4th, 2nd vs. 3rd

    o Semi final winners advance to finals

     6 teams: 4 game preliminary round

    o 1st and 2nd place teams advance to championship game

     8 teams: Teams are split into two divisions (A and B) and play a 4 game preliminary round against the 4 teams in the other division.

    CCT 2013

    o 1st place team in Division A and 1st place team in Division B advance to championship game

     11 teams: 4 game preliminary round

    o 1st and 2nd place teams advance to championship game

    Overtime – Playoffs (Semi Finals and Finals) - There will be a 5-minute, stop-time, 3-on-3 sudden death period to determine the winner. If no winner is decided during the overtime, a 3-man shootout will decide the game. If still tied after the first 3, there will be a sudden death shootout. Each team must use every player on the bench before a player will be allowed to shoot a second time. Players will shoot simultaneously at each end until the match is decided.

    Red Line - The red line is not in play; therefore two line passes are permitted (note that the red line is still "in play" for icing calls).

    Goal Spread - If a difference of five goals or more exists at any time during the third period, running time will commence. The time will not stop again until the difference is reduced to 4 goals or less. If 10 or more goals separate teams at the end of the second period, or at any time during the third period, the game can be ended if deemed necessary by tournament staff.

    Participation in All Games - A team that does not present itself for a game will be subject to expulsion from the tournament (at the discretion of the organizers). All forfeited games will be 1-0 scores. NO REFUNDS WILL BE GIVEN!

    Jersey Conflicts - If a jersey color conflict arises, the home team will be asked to wear their alternate jerseys. If they do not have alternates, the visiting team will be asked to wear their alternates. If neither team has an alternate set, the tournament team will provide a set of pull-overs / jerseys to the home team.

    Eligibility - A player must participate in at least one game during the team’s round robin games to be eligible for the playoffs (semi finals or finals). Any coach who plays a player who is not eligible for the playoffs will automatically have his team disqualified from the tournament.

    Tournament Rules - Follow the current GTHL game rules (except where they differ from rules in this document).

    Fighting, Major/Match Penalties – Refer to the GTHL minimum suspension list.

    Suspended Players - Any coach who plays a suspended player will automatically have his team removed from the tournament. The coach’s home association will also be notified.

    Referees - The tournament organizers will not overrule a referee’s call.

    Protests - No protests will be accepted.

    Coaching Staff - It is our objective to be fair to all participating teams; therefore, it is extremely important that everyone play by the same rules. It is the coaching staff’s responsibility to make their players fully aware of all rules listed above.
